Locating an Artistic Space

The Architecture of Illusions

Artists are perceived to be either decorators or destroyers of the hibernated atmosphere of the political economy of the ruling class. And their space is often on the peripheries of the various political ecosystems. And they get the centre stage of political ecosystems during the revolutionary moments of history. They invite the wrath of some one and at the same time sell themselves to the purses of others. This has been the scenario of artists for the past many decades. Art and artists have become the reflections of the convolutions in the contemporary human inhabitation. Inhabitation should be seen as the product of interactions between human society and nature. It is different from the human habitat comprising of natural settings. 

These two concepts are presented in detail in 'Paatom'  Annual Edition in remembrance of Prof: M.N.Vijayan. The labour process involved in these two ecosystems are different. In a habitat, labour is engaged with a pre-existing class consciousness and rule of law. But the labour tries to create its own space-time conjecture and then it becomes dialectically engaged with a skin of inhabitation. It is this space-time dynamics that delineates the habitat with the evolving consciousness of inhabitations. 

Artist seeks a space for his expression when a creation comes out from the habitat of personal experiences. In the realms of language, we see the interplay of habitat and inhabitation. New meanings try to overlap with the existing semantics here. Language develops as a product of a social communication of meanings. Yet it does not have the semiotic potential as found in ideology. An artist embraces a language medium to convey the consciousness (from habitat ) to the realm of ideology (inhabitation). The interaction between the consciousness and the language creates additional meanings here.

When Indian artist M.F. Hussain tries to side himself with the powerful symbols of Hindu deities by using his strokes on the naked goddess, it comes out of his necessity to carve a space in the inhabitation of a hegemonic structure evolving in India. His frail conscience tries to empower itself by resorting to the erotic energy of Indian myths. This might have been prompted by the urge to ally with the religious ethos that predates the modernity which is now getting rejuvenated by the hegemony of crony capitalism. In between habitat and inhabitation, there is a layer of processual nature. Here discourse materials are formed and evolved. 

When M.F. Hussain translates his subservience to the dominant mythologies of Indian Hinduism, it is his libido which acts as the processual layer. And the art work becomes the product in the cultural psyche. In this process he alienated himself from the ideological framework of Indian Islam. Instead of understanding the artist's psyche behind this allegory, Hindu fanatics tried to exorcise M.F. Hussain. And now he retreats into his native islamhood by opting a Quatar citizenship, escaping the Indian national identity itself. So artist's freedom of expression is not an autonomous territory. It is the reflection of his urge to create his own space in the commons. The issue evolves into an ideological one when the expression demands its space in the inhabitation.

This also reflects the necessity for an artist to have a willful space-time conjecture in the inhabitation. They expect this freedom as they try to extrapolate the limited will they have in their own habitat. But as soon as they move out of the margins of habitat, they feel the disturbances and the  dynamics of alienation. This places artists like M.F. Hussain in a volatile position, in between the habitat and the inhabitation. In times of cultural retreat like ours, artist is forced to work on the habitat using the pre-existing symbols and myths arising out of religion which are static in nature. Capitalism intentionally energises the religious habitat as it spreads an atmosphere of irrationality which can make the consumer a subservient slave in the clutches of market.

But this sort of alienation and confusion does not arise in the mind of cine artists like Kushboo or Suhasini Manirathnam who directly ally with the architecture of illusions. In the name of freedom of expression, they carve a direct space in the cultural hegemony of imperialism by evoking the destructive elements of sexual anarchy. This is in direct conjunction with the wilful subjugation to the interests of market capitalism. The international sex industry want to export sex as a commodity in India and elsewhere. 

And what happens here is the gradual decay of the family habitat in India and the resultant sexual anarchy. Thereafter sex will be a disposable commodity and the institutions like marriage which adds a structure to the family will be demolished. And India will get a prudent position in the map of sex tourism and it can flourish like Indonesia or Thailand.

These two are not extremes. But they represent two Psyche, the former ailed by the religious myths of pre-existing hegemonic habitat and the latter corrupted by the Imperial interests and the market capitalism. When one embraces exile out of reliance on pre-modern habitat, other flourishes and proliferate with the supports of market imbued inhabitation.

As per the existing international diplomatic ethics, a nation is not supposed to look into the internal affairs of another nation and so making maps of the internal geography or topography of another nation is a criminal political intrusion . So even the United States of America shall not do such a crime or claim that it has been doing cartography inside India or it is in possession of Indian classified maps. Then the question arises for whom does the U.S. satellite system create maps and the flat lie that answers the quest is that it is for the good of the international community. Even before the U.S satellite system started photo mapping the CIA had its clandestine means and ways to create and procure topo-maps of foreign countries for military purposes. In 1970s during the Vietnam War the CIA claimed that it kept in custody the classified maps of the French colonies. Topo mapping was then done by air photos and after the U.S. satellite system started functioning, and particularly after the commencement of globalization the CIA expanded mapping towards a momentous campaign at the international level under the cover of development. The air photos or satellite photos alone would not make classified maps but the satellite topo photos issued a boost to the CIA in creating the contoured , encoded topo-maps of the third world nation states. For the project of terrorism unleashed in the nation states by the U.S. ( to realize the fragmentation of the nation states )a data base for militant activity is required . The data base required for launching the project of global terrorism was none other than the encoded contoured topo maps with global positioning and geographical information. This became rather easy as the U.S .satellite system was given free access with mapping the interior space of various nation states.

Even before the commencement of satellite mapping the CIA (and not the United States )could procure a great store of topo maps encoded for the military purposes but by 1980s the CIA, started releasing maps encoded for public use also and thus established the fact that tha CIA is the unchallengeable global cartographer and custodian of all types of maps of various nations. This means that the U.S. satellite system was monitored by the CIA and all the cartographical products issued by the WGS-84U.S.satellite system were absorbed , processed and periodically updated by the CIA. This job of cartographical intrusion into the space of other nations was entrusted with the CIA and its whitewashed agencies, because the international political law doesn’t permit the U.S. government to cut an open track into the interior space of other nations. Later the CIA authorities made public revelations that it could provide topographical maps for rescue operation in various nations like Kosovo, Bosnia etc. which suggests that the CIA holds in possession the topo maps of those nations whereas those nations do not have the updated explorative maps of their own nations. This is also an Indian situation. The CIA does the periodical updating of Indian maps for its military targets under the cover of providing maps for the public use. The CIA has recruited British defence and hi-tech companies in an attempt to acquire the latest technology for its spying missions and intelligence- gathering. The British firms, including the mobile-phone company Hutchison 3G and aerospace contractor BAE Systems, are helping the CIA to develop sophisticated map reading, 3-D mapping and computer communications techniques. In conflicts such as the war in Afghanistan, these projects would potentially allow CIA agents in the war zone to translate an obscure reference to a building, village or cave into a 3-D photo-realistic map of the area via laptops and satellite phones. One project funded by the CIA uses raw data provided by the Ordnance Survey based on its digital maps of the UK, sparking criticism from MPs. One Labour MP said the projects raised major questions about whether these relationships were in Britain's interests. Alan Simpson, a senior member of the left-wing Campaign group of backbenchers, said: "Where does this take the CIA? If we're giving them the ability to plot grid references to any house in Britain, it raises fundamental questions about whether this is in the national interest." The CIA, the world's largest most powerful intelligence agency, has been under immense pressure to catch up with the rapid developments and spread of computer and internet technology over the past decade. Its directors admit that the size and reach of the internet has left it struggling to catch up. In 1999, it set up a unique private company called In- Q-Tel to invest about $30m a year in hi-tech companies and research projects. "We make investments in companies where we have a strategic interest in the technology," a spokeswoman said.Five British firms have become collaborators or contractors for In-Q-Tel through a US-dominated alliance of more than 220 private companies, government agencies and universities called the Open GIS Consortium (OGC) to develop common technological standards for computers. In one project overseen by OGC, Hutchison 3G is a partner with In-Q-Tel and five US firms to design a system which allows wireless links between computers. The mobile-phone company Vodaphone is a contractor and the British companies Laser- Scan and its owner, Yeoman Group, have become observers in the project.In another project, In-Q-Tel has hired a division of BAE Systems and Laser-Scan, which makes digital and internet maps, to develop ways of linking geographical data from separate sources – a technique known as inter-operability. This project uses Ordnance Survey data. Laser-Scan is also involved with the Military Mapping Project, where the CIA and US Army is developing further sophisticated 3-D mapping techniques, such as sending them via the internet, in a restricted project also overseen by OGC. British companies appear to have avoided the most controversial projects funded by In-Q-Tel. One US firm called SafeWeb had been paid to give the CIA the ability to snoop on internet web sites without being detected. All the companies and agencies involved insisted the projects were above board, and Ordnance Survey stressed that its data was used simply for research purposes. In-Q-Tel denied that it required its contractors to sign secrecy deals with the CIA, or expected to control the results of its projects with OGC.

The CIA World Factbook has been published in print form for public use by the United States Central Intelligence Agency since 1981. Over the past fifteen years, it has been made available online. From 1990 through 1993 it was placed on a gopher (text-based) Internet site by the Wiretap Electronic Text Archive. Since 1993, the CIA itself has operated a web site and has annually included the full text, maps, and flags for each world entity (including oceans and the planet itself)

Report 1 asserts the role of CIA, in the unlawful mapping done in London .British Labour MPs protest, and international experts smell danger in the three dimensional mapping carried out by the agencies deputed by the CIA, There is panic in London.as the CIA locates and gives you the glimpse of your living house but here we rejoice over the CIA locating our living houses, and unlocking our bed rooms! We celebrate our spectacular stupidity lending formidable support to the satellite adventure performed by the CIA. It is the treacherous style of high tech intervention far superior to a nuclear treaty surrender that the Indian left should protest . But the Indian left won’t utter a word because Issac minister, a central committee member of the CPM played a crucial role in trading the topo maps of Kerala that made it possible for CIA to create integrated maps encoded in their geodetic code distnct from the Indian geodetic code.

Reports 3and 4 suggest the anxiety and panic in EU countries and US over cyber war and cyber espionage. The anxiety of the EU countries and their allegation against the US giant may be genuine. But the cry of panic shot from the cyber land of the CIA is probably an intimidation to the nation sates whose cyber space has been espied intruded and governed by the CIA and its agencies. The US pretends fright over cyber security of its national defence and economy in the context of cyber espionage. The master crafts man of cyber espionage laments over the possible depth of disaster lying beneath cyber colonialism. We ,Indians who do not have cyber defence space of our own keeps every thing safe under the CIA cyber management. We don’t have worries over national security or economic security whereas the European nations and even US grows panicky in the context of satellite mapping and cyber espionage. This is the way we fatten the arrogance of our ignorance; this is the way we betray our posterity drinking blinded high-tec delight from the udder of the CIA.

A foreign invading army, or a terrorist group accounts cartographical sheets of the invading space as the basic requirement for the execution of aggression. Topographical sheets ,a particular category of cartography of our country with its geodetic code are treated as classified documents under safe custody of the defence ministry protected by the Official Secret Act . At the global level all nations do preserve classified maps , in the interest of the security of the nation. No nation so far has made public announcement, that in the context of advanced satellite mapping , the defence secrecy factor of classified maps have become unwanted though its relevance has been put in peril by the global level satellite mapping managed by the CIA . But certain individuals who claim to be scientists question the necessity of defence aligned to the classified maps. They argue that the CIA controlled satellite system WGS84 with its remote sensing technology , GIS and GPS-coordinators has made an absolute conquest of Indian classified cartography and the Indian classified maps have been invalidated. Indian defence department has its own geodetic system—Himalayan Spheroid which has been subjugated by the World Geodetic System of CIA and in such a situation we need not have an independent but inefficient IGS while an omnipotent WGS is carrying on its mapping mission with the consent of certain offices of the Indian government silencing the Defence Department and the CIB. Now we have become a nation where the relevance of classified maps cease to exist.
It is an intervention ,that splits the internal security of the defence of India. It is a far more serious intervention than the 1959 liberation struggle intervention. The right of the CIA to intervene in the internal politics of India was not admitted in 1959 or even in 1989 when the agents of CIA started intruding into the classified document area of our nation. Now as Panetti has been made the guardian of Indian internal affairs and defence, the CIA’s right to intervene has been established. So the Indian beneficiaries of the CIA mapping ,argue that India need not have an identity established by the Indian Geodetic System ,as a World Geodetic System has started functioning over taking the Indian Geodetic System, invalidating the classified maps , updating the contoured maps with satellite photos, aligned to the technology of GIS and GPS, relocating the ground control points. The maps once supposed to be highly confidential are now available in the open space but with the essential secrecy elements concealed not for the benefit of Indian security but for the interest of the invading cartographer. To put it in short, as the geodetic code and classification principles used in the satellite maps released from the treasury of the CIA are not consistent with the geodetic code familiar to the Indian defence ,the Indian experts are incapable of a thorough reading of those maps.

There is every reason to suspect that the classified maps in Indian geodetic system used by the Indian defence force are not periodically updated, as the CIA,by 1990s, started updating of the Indian topographical sheets with satellite technology. The latest aggression on Indian mapping committed by Google for the purpose of updating topographical maps of India was objected to by an internal affairs officer on security grounds but the enlightened intellectuals who suck sustenance from the foreign finance joined the cyber adventure and the office of the internal affairs was humiliated by the Indian rulers subservient to Panetti. Google did the job of mapping neither for the Indian defence nor for the Indian public and if it is a harmless service in the interest of the Indian public , why should a responsible office of the internal security object to it? If the Indian government institution found that the Indian public should be armed with harmless topographical maps for development purposes and rescue operations why can’t the government do it for its people and why a foreign agency should be permitted to do it ?It is rather strange , shocking and incredible to see that this happens in our country where law forbids any such making of maps other than cadastral maps without the consent of the defence department and whereas the office of the Surveyor General of India is the custodian of all non-cadastral maps and map-making. Who is the actual custodian of Indian cartography is the basic question that disturbs the national security tradition that has been subverted by cyber intervention . Has the power been transferred from the Surveyor General of India to the external forces?. The answer is in affirmative and it means that India has been colonized by the aggressive technology that strikes fissions in the geographical and psychological texture of Indian existence

The Indian defence force either does not have its own fairly updated toposheets with accurate strategic essentials, or they depend upon the topo -maps supplied by the CIA , the geodetic essentials of which can not be fully comprehended by the Indian experts of defence . As stated earlier, for making topo sheets, each nation is supposed to have its classification principles and geodetic code. As the Indian classification principles are over run by the World Geodetic System, the Indian defence as well as the militant terrorists depend upon the topo maps supplied from the topo map treasury of the CIA .The CIA sponsored militants operating under the cover of caste, communal ,ethnic or Maoist ideology with a definite target to split India by 2015 ,do have a better access with the maps supplied from the CIA treasury.
